The Georgia State Election Board (SEB) announces that amendments to its Numbered List of Voters rule will become effective on July 19, 2026, following adoption by the Board and certification through the Georgia Administrative Procedure Act (APA) process.
The amendments were adopted by the State Election Board during its June 3, 2026, meeting and have since completed the required rulemaking process.
Rules Amended
The adopted amendments include revisions to:
- Rule 183-1-12-.02 – Definitions
- Rule 183-1-12-.11(2)(a) – Conducting Elections
These amendments establish requirements regarding the Numbered List of Voters used during elections and provide additional guidance to county election officials for maintaining accurate voter records throughout the voting process.
Effective Date
The amended rules become effective on July 19, 2026. Beginning on that date, county election officials are expected to administer elections in accordance with the revised State Election Board Rules.
Resources for Election Officials
To assist counties with implementation, the State Election Board has made available guidance regarding the Numbered List of Voters process, including the NLV-04 form through the Election Portal Information Center.
